Ok. I've been thinking of thic concept for a while, not sure if any philosopher talk about it before so any recommendations would be appreciated

So think of it: If God and hell don't exist, the concept of morality and justice is meaningless because an individual could go his/her entire existence without being punished for his/her actions, or not receive a punishment appropriate enough for the evil caused (not to mention human judgement and punishment is inherently flawed)
Since we can't have a 100% confirmation God and actually hell exist, if humans were given the chance to create a place on Earth most similar to hell, it would be morally justified, right?
