I just had a great idea to bait fish and this is my idea:
-hook a dead fish onto your rod
-lower the dead fish into the water
-some other fish will try and check if the other one is okay
-it accidently hooks itself onto the second hook on your fishing rod
-bring them up

The best way would be to have your pet fish go and befriend the other fish and then lure them into a net
