No, as far as I can see, most of the studios involved are from the UK. With the others being from Hungary, South Korea, and Italy.
And that's cheating because even if it were animated by a Canadian animation studio, it was still made for British audiences.
By the same token, Ed Edd n Eddy would be considered a 100% true and honest Canadian cartoon because Danny Antonucci had his own in-house studio animate the series and only used Cartoon Network as the funder & publisher.
