if i got it right, you should create a nu layer, fill in cobson's body with paint bucket tool and overlay the flag on said layer

dude just make another layer and add the flag then on the original layer paint bucket with the delete option on the body so it becomes transparent and the flag shows

Select the whole inside white part of the body with magic wand and delete it. Also move the flag towards the bottom.
